Purpose Statement
The job of Supervisor - Facilities and Operations is done for the purpose/s of assisting the Executive Director of Facilities and Operations in supervising, promoting, and completing all facets of USD 497, Lawrence Public Schools, facilities maintenance/operational functions.
Essential Functions
- Assists the Executive Director of Facilities and Operations with bids and specifications related to district capital purchases and projects for the purpose of ensuring compliance with district, state and federal guidelines.
- Communicates with administrators, staff and outside contractors for the purpose of coordinating activities, resolving issues and conflicts and exchanging information.
- Comprehends and enforces city and state building codes for the purpose of ensuring the district is in compliance with these codes.
- Coordinators/Supervises the Facilities and Operations staff and department functions for the purpose of providing direction and maintaining written documentation.
- Directs the day to day activities and operations of Facilities and Operations for the purpose of ensuring that assignments are completed in a safe, proper and timely manner.
- Inspects buildings, facilities and equipment for the purpose of determining maintenance and repair needs; recommending the removal of fire, safety or other health hazards; ensuring compliance with safety and operating standards and training staff in the accepted work practices.
- Maintains records regarding warranties, inventory, etc. for the purpose of making decisions regarding repairs and replacements and monitoring the completion of contracts and ensuring the availability of inventory items thus minimizing waste and controlling supply costs.
- Monitors budgeted equipment, supplies, etc. for the purpose of ensuring availability of equipment/supplies and that allocations are accurate and expenses are within budget limits and/or fiscal practices are followed.
- Participates in meetings, workshops and seminars for the purpose of conveying and/or gathering information required to perform functions.
- Prepares a variety of reports, records and/or files related to assigned activities and personnel for the purpose of documenting activities and/or conveying information.
- Procures equipment, supplies and materials for the purpose of maintaining availability of required items and completing jobs efficiently and within budget limits.
- Recommends long-term and short-term plans, departmental policies, procedures and/or actions for the purpose of providing direction and/or making decisions to improve safety, economy and efficiency; and providing direction for meeting the district's goals and objectives.
- Responds to emergency situations on a 7/24 basis for the purpose of determining and implementing appropriate actions required to resolve the situation.
- Supervises alterations, maintenance and repair projects for the District school and office buildings for the purpose of ensuring that jobs are completed efficiently and within specifications.
- Supervises assigned personnel and department functions including interviewing/screening applicants, scheduling, coordinating activities, training, consulting, evaluating, etc. for the purpose of ensuring that the department functions in a safe and efficient manner.
- Supports the Executive Director of Facilities and Operations for the purpose of assisting with job functions of planning and implementing the districts overall facilities and operations program.
Other Functions
- Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.
Job Requirements: Minimum Qualifications
Skills, Knowledge and Abilities
SKILLS are required to perform multiple, highly complex, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: applying pertinent building codes, policies, regulations and/or laws; operating equipment used in the trades; operating standard office equipment including pertinent software applications; handling hazardous materials; planning and managing projects; and preparing and maintaining accurate records.
KNOWLEDGE is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: maintenance programs, state and federal requirements regarding maintenance at school sites; and building codes, city regulations & laws related to the job functions.
ABILITY is required to schedule a significant number of activities, meetings, and/or events; gather and/or collate data; and consider a variety of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances; work with data utilizing defined and similar processes; and operate equipment using a variety of processes. Ability is also required to work with a significant diversity of individuals and/or groups; work with a variety of data; and utilize a wide variety of types of job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is significant. Specific ability based competencies required to satisfactorily perform the functions of the job include: communicating with diverse groups; working as part of a team; working with frequent interruptions; displaying mechanical aptitude; regular attendance except when allowed leave; adhering to district policies; adapting to changing priorities; adhering to district policies; and regular attendance except when taking approved leave.
Responsibility
Responsibilities include: working under limited supervision using standardized practices and/or methods; directing other persons within a department, large work unit, and/or across several small work units; tracking budget expenditures. Utilization of significant resources from other work units is routinely required to perform the job's functions. There is a continual opportunity to significantly impact the organization’s services.
Working Environment
The usual and customary methods of performing the job's functions require the following physical demands: significant lifting, carrying, pushing, and/or pulling, some climbing and balancing, frequent stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 25% sitting, 50% walking, and 25% standing. The job is performed under some temperature extremes and under conditions with some exposure to risk of injury and/or illness.
Experience Job related experience with increasing levels of responsibility is required.
Education Targeted, job related education with study in job-related area.
